一、為降低學用落差，提高企業進用博士級人才意願，教育部訂定「教育部補助大學校院產學合作培育博士級研發人才計畫作業要點」，建立實務型博士培育模式，採論文研究由大學與產業界共同指導，並爭取企業或法人研究經費方式，培育博士務實致用研發能力，辦理模式如下：

(一)碩博五年研發一貫及博士四年研發模式：申請計畫應提出現有博士班支援執行計畫，並於獲計畫補助後，應於3學年內依教育部規定完成申設、調整博士學程或學籍分組作業，申請計畫書參考格式如附件1。

(二)解決產業議題研發模式：教育部依產業諮詢委員會所提研究議題徵件，申請計畫書應提出現有博士班執行計畫，由學校甄選博士班學生參與，並以產學合作機制於4年內完成博士學位，申請計畫書參考格式如附件2。

二、前揭參考格式之電子檔請至本計畫專案辦公室網站(https://iaphd.ieet.org.tw/forms.aspx/「相關表格」項下下載)，擬申請學校於113年5月10日(星期五)下午五時前函報教育部，公文並請同時副知中華工程教育學會產博計畫專案辦公室(104030臺北市中山區林森北路554號7樓)，逾時不予受理。

三、每一計畫案須繳交一式3份至教育部，1份至專案辦公室，另請於線上申請系統填寫相關基本資訊，上傳計畫書及相關附件(網址：https://iaphd.ieet.org.tw/login.aspx)。如有相關問題請洽詢專案辦公室范小姐(e-mail：iaphd@ieet.org.tw，電話：02-25859506轉20)。

四、檢附「教育部補助大學校院產學合作培育博士及研發人才計畫作業要點」(附件3)1份供參。

五、為利學校了解旨揭計畫之推動及申請，教育部訂於113年3月18日(星期一)上午10時至上午11時30分假財團法人張榮發基金會國際會議中心801會議室(臺北市中正區中山南路11號）辦理說明會，歡迎各公私立大學校院校級產學主管、各校研究中心計畫主持人、有興趣參與計畫之教師、學校計畫承辦人及行政同仁踴躍報名參加，相關說明會議議程及報名事宜如附件4。

六、本計畫請有意願申請者於 113年5月1日(星期三)前 將 檢附計畫書併同相關文件一式4份併同電子檔送至技合處，俾便技合處於彙整後進行校內行政程序發文至教育部申請。

MOE Call for 2024 Industry-Academia Cooperative PhD Project

1.The processing modes are as follows:

(1) Five-year consistent master's and doctoral programs, and four-year doctoral research and development programs: Project applications should propose existing doctoral program support implementation plans. After receiving project funding, applicants should complete the application, adjustment of doctoral programs, or enrollment grouping operations within 3 academic years according to the regulations of the Ministry of Education. The format for project proposals can be found in Attachment 1.

(2) Industry Issue Resolution Research and Development Model: The Ministry of Education solicits research topics based on industry advisory committee recommendations. Project proposals should outline existing doctoral program implementation plans. Doctoral students selected by the school will participate, and the doctoral degree will be completed within 4 years through industry-academic cooperation mechanisms. The format for project proposals can be found in Attachment 2.

2.Attached is one copy of the "Ministry of Education Guidelines for Subsidizing Universities in Cultivating Doctoral and R&D Talents through Industry-Academia Collaboration Programs" (Attachment 3) for reference.

3.Ministry of Education will hold an explanatory meeting from 10:00 AM to 11:30 AM on March 18, 2024 at Room 801 of the International Conference Center of the Chang Yung-Fa Foundation (No. 11, Zhongshan South Road, Zhongzheng District, Taipei City).

4.Interested applicants for the program are requested to submit four copies of the project proposal along with relevant documents and electronic files to the Office of Technology Development and Industry Liaison by May 1, 2024(Wednesday).
